How to get rid of a rottweilers skin problems?

I went to the pet store today and got the Avoderm Oatmeal shampoo for cats and dogs to see if it would improve anything. If these things don’t work in two weeks or so, I’m going to take her to the vet, but I wanted to exercise all of my options before that.
I’m wondering if anyone else has had a problem similar to this and if so, what did you do so your cat (or dog even) would stop licking the fur away?

I have an idea that it might have a lot to do with my hormones because Im extremely moody and agitated and I snap at people for no reason.
My question is, what could be the reason for these hormonal changes? Im not on any new medication or diet etc, I lead a reasonably healthy life… Oh, and Im not pregnant. Any advice?
