My nine months old kid has skin problem. Please suggest?

I am Hari from Bangalore. I have nine months old female kid. For the past 20 days, we have noticed that there are tiny red bubbles started growing up from buttocks, spreading on legs, chest and hands slowly and becoming very big. Somtimes they break giving out blood. We have shown it to pediatric and he just suggested skin allerigc ointments and lotion. Now it has became very severe. We have also changed the doctor and she suggested the same. There is also itching and decrease in the food consumption. Can anybody suggest me what to do ?
