Lots of skin problems? Please help?

Okay Ive been searching all over the internet to find a solution but have found no success so far. Im hoping you guys can help! Since I dont have a pic to post i will try to do my best to describe my problem in detail.

On my legs, i have like billions of tiny purple dots all over them…
and on my arms from the wrist to the elbow (most just on the left arm)
I also have a lot on my butt…
From my elbow to my shoulder i have bigger reddish, skin colorish bumps and dots…
I almost dont have any when i am at home and seem to only occur when i am outside my home…
If it matters I am a female, 13 and have really really white skin… I dont really stay hydrated alot…
I weigh 130 pounds and 5 2
Oh! And i also have really deep under eye circles dark and with a few visible vessels…
Please help! All those skin problems are making me feel really ugly…
