sounds like a type of allergy.could be from food or environment.until you can get him to a vet try giving him a bath in cool water.not cold and rinse with apple cider vinegar and water mix. it really helps.mix it 50/50 use can also use it in a spray bottle.

if you bathe your dog alot it could be the shampoo, you can go to your local pet store and get a shampoo that is for dogs with sensitve skin, i have used sensitive skin shampoo on my dog and it cleared it right up, but i would still check with the vet and make sure about what it is.
