Now, honestly, think about your question . its just skin, and so as you can qet a rash anywhere else on your body of course you can qet one down there . Probably even easier, because the skin is so sensitive . Also, shavinq often causes razor bumps, inqrown hairs, etc . . . the best thinq to do is purchase a hydrocortizone creme and after you shave , when you are out of the shower and dried off to apply some to the area to ease irritation ..
