My dog has skin problems. It’s not mites or allergies or fungal. What else could it be?

It could be stress, and the paw chewing is further evidence of this.
Is your dog getting lots of exercise? Usually the stress is a sign they are bored, or anxious from not getting enough exercise.
My shepherd will bite her paw sometimes in the evening if she is bored…a good chew toy or bone can help…it gives them something to take their ind off of biting themselves. Lone
My dalmation had a problem with her leg. It looked like all the hair roots got infected. Many years and a few vet’s later one vet diagnosed it as an very aggressive bacterial infection. He said that it is common by white bull terriers and other light skin dogs. When I gave antibiotics it was only getting better and a week later it was the same again. The vet told me that the only cure is 6 weeks strong antibiotics. And he gave me something for the dog’s lever. He prescribed ranclav for 6 weeks and TB antibiotics for two weeks. I started the treatment the same day. I don’t know how your dogs skin look like but maybe you can talk to the vet. Maybe he knows about that bacterial infection.
