I have a rough patch of skin on my neck its not very bumpy but its smooth. Also it doesn’t or anything its just there, but it kinda feels leathery and rough. Its on my neck close to the adam’s apple and has been there for quite some time. (btw its not shingles and i dont think its a rash) Please help and thanks!
