Yes, they can develop skin problems. I found this page that has some nice info:

The article says it could be from too much protein in his diet, from nuts like peanuts or sunflower seeds. Or it may be caused by a flea or tick. Or maybe he had an itch and just scratched too much.

I’ve owned many rats before, and often gave them baths in the sink, or let them wade through some shallow water in the bathtub. Shallow enough that they could still walk across the bottom of the tub; not so deep that they had to struggle to keep their heads above the surface or anything. Room temperature water or just slightly warmer. Keep their heads dry and wrap them up in a towel and gently rubbing them dry, they seemed to like it. :3

Make sure his bedding is clean and changed regularly. Of course, it the red spots persist or get worse, please contact your local vet! Colleen S

Avoid bathing, it doesn’t help. Try a spot-on mite treatment, mites are invisible but common. If in doubt, take him to the vet. It could also be stress - rats must not be kept alone, so if he is a rat on his own, this is very possible. Try for more advice. rafflesmoose
