It is most likely eczema which is a dry skin condition.
I have eczema and it is how you described the symptoms.
1) dry skin
2) in flamed
eczema is like acne it can dry up and itch in to much cold air and to much hot air.
I advice you get some creams from your doctor soon enough it will heal if you do not touch it. WelcomeToMyLife
