Well, sugar does not nessecarly have an effect on skin. The effect of sugar is mostly on your health. Try seeing a skin doctor.
The problem could be in the water you take baths in. Has there been bad reviews from the water in your town? Maybe your putting something in your water that you are allergic too. I used to have this really good smelling lotion that I put on every day, and I started getting red spots. I thought they were bed bugs and I was freaking out until I realized it was the lotion! Are you putting in ocean salt or anything close to that?
Try taking a shower, see if there is a difference.

I don’t think softdrinks are your problem. It could be the beginning of eczema or soriasis, two skin conditions that cause skin to become dry and flaky. Try using a good quality hand lotion every day, morning and night before going to bed. I recommend Eucerin or Keri because they contain no alcohol, which can dry the skin. And use a moisturizing soap, such as Olay body wash or Basis. These two things will probably help eczema, but if it’s soriasis you will probably need medical help. Change your soap and try lotion first, but if it doesn’t help or the condition spreads, see a doctor. Barbara K
