My skin problem keeps getting worse?

Hi i’ve had a skin condition for 2 to 3 years now and its on my finger. Basically its extremely dried out skin that cracks, however sometimes for know reason it blisters. They’re tiny blisters but theres 50 at a time. Does anyone know how to possibly help it or what it might be…i have used lots of moisturizers and i have gone to the dermatologist (skin doctor) and they gave me skin steroids, but the affects are temporary. Also sometimes i cover the area with 3m medical tape and i was wondering if thats bad for it because i know your skin needs airs.

Is there any new effective way of treating keloid skin problem, beside alloderm in plant?
