Help for bad skin problem?

breathe of fresh air toner
and vanishing cream
should i switch anything up for my dry skin? Should i not use the toner?

For several months I have had groups of small white pimples under each of my eyes, on either side of my nose. They have yet to go away no matter what I’ve tried. About four weeks ago i notice a problem with the skin on my jawline. it looks kinda like a scar and kinda like alot of bug bites. It does not hurt nor does it itch. I have never had acne so having this skin problem is kinda new to me. The bumps seem to be white and kinda hard. Please help
