How can I help my dog stop chewing on his skin and pulling out his hair?

My dog of 12 years is my baby and I love him. I have taken him to the vet and had him checked for many different things. He has no fleas and the doctors say he just has skin problems.

I have tried oatmeal baths, lotions for dogs, even that expensive hot spot spray, to no avail nothing is working and he is a mess. He is going bald near his rear and the vet says it may be something he will have to live with.
Please help!
