My german sheperd’s skin problems?

I have three pets, a lhasa-poo, german sheperd, and an outside cat. All of which have been to the vet, been treated for fleas, and there is no sign of fleas on any of them. The lhasa-poo is completely healthy, the cat is completely happy, and my german sheperd, has major skin rashes, chews all the fur off his legs, inflamed ears does anyone know why my german sheperd is having these problems while the rest of my animals are healthy?
He is a year old, he has been on hollistic food (no wheat or corn), acv in his water, raw garlic in with his kibble, and salmon oil capsules. It has been about two weeks. Is this long enough before results ?

I have a maltese and a cocker with food allergies. The cocker has the most problems. Causing inflammed ears and scratching. He gets an allergy shot every 6 weeks. both dogs did great on royal canine mini 30 food for 2 months.
