Having problems with dry skin right now?

Also every so often my face breaks out in these tiny little bumps under my skin, theres millions of them. They dont itch, and are the same colour as my skin. Any help would be greatly appreciated. I would love to know if anyone knows what this is, what causes it and how i can treat it.
