WHITE CAT WITH SKIN PROBLEMS, ANY SUGGESTIONS?

I am wondering if mites would cause this?? and is there over the counter stuff?

He sent us to an allegy specialist, who did a lot of tests, charged two arms and two legs, found no cause, but said it IS allergies and she should eat an expensive dry food for allegies in cats. She hates it, but she eats it, but it has been three months and NO IMPROVEMENT. If anything it is getting worse. I also washed the area with a shampoo she gave me for the condition, no help either. Has anyone seen this or know what to do? The areas itch her like crazy. Thanks for any help!
