Wire haired Jack Russell with skin problem?

My Wire haired Jack Russell seems to constantly be licking and cleaning himself, to the point of obsession. Mainly around his tail area. I constantly check for fleas/ticks and he is clear. I treat him for them maticulously. He makes his skin sore by constant licking and cleaning. Is this a trait of a Jack Russell? Does anyone else have the same problem? I have been putting Aloe Vera Gel on the sore areas to help soothe the pink skin, but he just licks it off. Any reccomendations?

Since my dog Fred was little he has always had skin problems.
Since my dog Fred was little he has always had skin problems.
He’s a Jack Russell/Corgi and vets have never really been sure what he’s allergic to!
They gave us cream,sprays,tablets and nothing seems to work.
Basically Fred gets very large scabs under his front legs,in his ears and around his groin,I really have no idea what they are.They look very sore and he doesn’t like them being touched.
He’s constantly rolling on his back,scratching his ears,mouth and belly and he DOES NOT have flees.
Please help!
My dog has skin problems. It’s not mites or allergies or fungal. What else could it be?

He has been on hypoallergenic food and shampoo for years. I’ve given him zyrtec, benadryl, and also tried a natural diet and nothing has worked. He has had a fungal, allergy , and mite test all negative
test, a skin test for mites, and an allergy test and everything has come back negative for all allergents.
