help with skin problems please?

does anyone have a problem with dry skin around the nose that peels and wont seem to go away?

My knees and elbows are darker than the rest of my body and my mom keeps telling me to put some lotion. I have been using Vaseline Deep Conditioning with Cocoa Butter and Vitamin E and I’ve been using Boots’ Cocoa Butter & Mallow for dry skin since December. I’ve seen slight changes. The area became a little lighter but it’s still dark. Are they good enough? What else is recommended?

Oh, and the doctors, when my mom first asked(when it showed up originally) they said it was dead blood cells caused to die by my coughing. They didn’t explain anything more.
