My dog has skin problems. It’s not mites or allergies or fungal. What else could it be?

test, a skin test for mites, and an allergy test and everything has come back negative for all allergents. He has red dots on his belly and red marks all over his back and 2 bald spots from where he chewed out his hair. His skin is flaky on his back and he chews his paws too. If anyone has any suggestions as to what it could be, i’d greatly appreciate it.
