Question regarding skin problems with puppies. ?

my seven month old puppies started to have skin problems they have dry red bumpy patches what can it be?

there skin is very red and the patches are dry scaly and bumpy and they have hair loss in those areas
i dont think its mange because my other dogs dont have it and it doesnt seem to itch the puppies they dont scratch at it …idk
