Dog has skin problem. Areas on limbs where a coarse red hair has grown. Irritated under hair. What is it?

Shaved one of these areas and underneath, the skin seems to be irritated. Have seen no itching or biting of the area, just the red hairs there. When you run your had over it, it feels prickly.
