What kind of doctor should i go to for skin problems on my legs?

i have tried everything to help my legs. i have ingrown hair bumps on my lower legs. i have tried lotion, tweezing ( there are to many hairs), spa rocks, and so on. what kind of doctor should i go to for this? please help and give advise. thanks
