cat with skin problems?

I have an 8 year old female cat who has developed skin problems in the last year. On her back, in the area about 4 inches from her tail to her tail, she had sores that scab and fall off then do it again. They never bleed or ooze. On her tummy, she has a scaly red area that grows from a tiny spot to a large area, then recedes again. The vet tried Neo-Predef and oral pred which have little effect. He sent us to an allegy specialist, who did a lot of tests, charged two arms and two legs, found no cause, but said it IS allergies and she should eat an expensive dry food for allegies in cats. She hates it, but she eats it, but it has been three months and NO IMPROVEMENT. If anything it is getting worse. I also washed the area with a shampoo she gave me for the condition, no help either. Has anyone seen this or know what to do? The areas itch her like crazy. Thanks for any help!
