Skin problem with dry skin & pimples?

I have lived in a humid place for quite a while, and now I have moved to California. It is very dry here and my skin is drying up. My eyebags are getting worse , but at the same time my pimples are not getting better (if anything , they are getting worse!) What should I do?
Here are things I do:
1) Wash my face twice a day, once without Cetaphil in the morning and once with Cetaphil in the afternoon
2) Apply moisturizing water after morning cleasing
3) Apply sunblock 15 minutes before sun exposure
4) Apply moisturing water & lotion after night cleansing
What to do?? Please help ! I’m turning from Beauty into the Beast overnight!
By the way, I do get a decent amount of sleep, around 8 or 9 hours per day.

Also, if anyone knows, could you tell me the best way to treat the ringworm on my hand, all over the counter treatments (i.e. Lamisil) say to wash your hands after you apply the treatment, which kind of defeats the purpose.
