How do I fix this skin problem?

My skin is yellow sometimes, and uneven and blotchy, and my stomach is permanently Mediterranean which I LOVE! but the rest of my body isn’t..Is there anyone else that is just like me? if so, is there anything I can do to even out my skin color? cos this blotchy..is gross and has got to go. Why is there skin peeling in the inside of my mouth?

I’ve noticed that every so often, I get skin inside my mouth which is peeling away. Sometimes, if I run my finger under my lip and in other areas of my mouth, I find that I get white gooey bits of skin which come off the inside of my mouth. What could be causing this and how can it be treated/ prevented? I do not smoke.
