Skin Problems! Please Help?

For some reason my skin has a lot of problems . I was hoping anyone would have a way to solve this. First, I have these white spots on my knee they look sort of like tan lines except a more drastic change in color and they couldn’t be because I haven’t had anything cover that part of my leg when I go outside. Then, I have these red bumps all over my legs and arms that looks like a rash, but I don’t know because I’ve had them for as long as I can remember. Any help would be greatly appreciated! Whenever I get any spots, they always leave a scar or a hole. Also, I constantly have “White spots”. I don’t know what causes them or how to get rid of them. They are not like normal spots that go away - they never go but they do seem to be increasing. I know that at 36, my skin will never be perfect, but this has been going on for years (probably since my teens).
Any ideas of things that I can do or products that I can use to help??
