Skin problem?

Within the last year i have been getting very little yellow dots that seem to be some type of substance trapped under the skin. They always form in clusters on my hands. They tend to be very tuff and they can not be popped. Most of the time they don’t hurt, but sometime they can start to sting. The weirdest part of this case is that it goes away and comes back. I see it maybe once every few months, and when it drys out the skins peels off with the skin problem. It always happens this way. My brother also had this problem and the doctors couldn’t tell what it was.
